Best WhatsApp Marketing Software for Small Businesses

whatsapp marketingcustomer messagingsmall business software

On this page

For most small businesses that have outgrown the free WhatsApp Business app, Wati is the easiest way onto the WhatsApp API. Manychat is cheaper if your customers also message you on Instagram. In India, AiSensy and Interakt are built around local pricing and GST billing, and Twilio suits teams with a developer. Your real bill is two numbers added together: the platform subscription plus Meta's per-message fees, which changed on October 1, 2026.

One fact reshapes the decision for US businesses: Meta currently does not deliver marketing templates to US phone numbers at all.

Key Takeaways

  • Meta charges per delivered template message, not per conversation. "Effective July 1, 2025, Meta charges on a per-message basis" (Meta pricing docs, retrieved 2026-10-16).
  • US numbers cannot receive marketing templates right now. Meta: "WhatsApp does not currently deliver marketing template messages to WhatsApp users with United States phone numbers" (Meta per-user limits, retrieved 2026-10-16).
  • Replies inside the 24-hour window are no longer free past 1,000 a month. From October 1, 2026, each WhatsApp number gets 1,000 free service messages a month, and in-window utility templates are billable (Wati help center, retrieved 2026-10-16).
  • Platforms differ most in what they add on top of Meta's fees. Manychat says it "does not add a markup to Meta's messaging rates" (Manychat blog, retrieved 2026-10-16). Twilio adds $0.005 per message, inbound or outbound (Twilio WhatsApp pricing, retrieved 2026-10-16).
  • 5,000 Indian marketing messages cost about ₹4,316 in Meta fees, or ₹5,450 at AiSensy's published rate, before the platform plan and 18% GST (calculation below).

WhatsApp Business App vs API

Start by checking whether you need software at all.

The free WhatsApp Business app runs on one phone. Broadcast lists hold "up to 256 contacts" each, and recipients only get your broadcast if they have saved your number in their contacts (WhatsApp Help Center, retrieved 2026-10-16). WhatsApp is also rolling out a separate "business broadcasts" feature in the app that lets you "Message all your customers at once, even if they haven't saved your contact number," in select countries (WhatsApp Business, retrieved 2026-10-16). If you send a weekly update to a few hundred regulars and answer chats yourself, stay on the app.

The WhatsApp Business Platform (the API) has no app. You reach it through a provider (Wati, Manychat, respond.io, Twilio and others). You get a shared team inbox, chatbots, CRM integrations, approved message templates you can send to opted-in customers at scale, and analytics. In exchange, Meta bills you for templates, and the provider bills you for the software.

Move to the API when one of these is true: more than one person answers chats, you need automated replies outside office hours, you send order or appointment notifications, or your list is past a few hundred people.

How Meta's per-message pricing works

Meta stopped charging per 24-hour conversation on July 1, 2025. Here is how it works as of October 2026:

  • You pay when a template is delivered. Templates fall into three categories: marketing, utility (order updates, reminders) and authentication (one-time codes). The rate depends on the category and the recipient's country code (Meta pricing docs, retrieved 2026-10-16).
  • The customer service window lasts 24 hours. It opens when a customer messages you. Inside it you can send free-form replies ("service messages").
  • The October 1, 2026 change. Each business phone number now gets 1,000 free service messages per month. After that, service messages are charged at the utility rate, and utility templates sent inside the window are billable too. Wati, Manychat, respond.io and AiSensy all document the change (respond.io, AiSensy wiki, retrieved 2026-10-16). One caveat: Meta's own developer pricing page, when we read it on 2026-10-16, still said in-window utility templates "are free." Check your WhatsApp Manager invoice for the first October cycle.
  • Free entry point windows last 72 hours. When a customer starts a chat from a Click-to-WhatsApp ad or a Facebook Page button and you reply within 24 hours, all messages for the next 72 hours are free (Meta pricing docs, retrieved 2026-10-16).

Current rates. Meta publishes rate cards as downloadable files. We could not retrieve them directly, so the figures below come from two providers' summaries of the card effective October 1, 2026 (Flowcall, Wati blog, retrieved 2026-10-16):

MarketMarketingUtility / authentication / service (after free tier)
North America (US, Canada)$0.025 (not deliverable to US numbers)$0.0034
India₹0.8631₹0.115

For US businesses, WhatsApp is effectively a service and notification channel: support, order updates, reminders, and conversations that customers start, often from ads. Bulk promotions to American numbers are off the table until Meta lifts the restriction.

Prices retrieved 2026-10-16. Where a price is marked third-party, the vendor's page loads prices by region with a script and we could not read them directly.

Wati: easiest API onboarding

Wati is the most direct route from "we use the WhatsApp app" to a team inbox on the API. The pricing page lists three plans with the same limits whether billed monthly or annually (Wati pricing, retrieved 2026-10-16):

  • Growth: 3 users with no option to add more, any one channel, 1,000 automation triggers a month, 2 commerce or CRM integrations, 250 AI Co-pilot credits.
  • Pro: 5 users, extra users $24/month each, 2,000 automation triggers, 5 integrations including HubSpot.
  • Business: 5 users, extra users $69/month each, 5,000 triggers, unlimited integrations including Salesforce, volume discounts on messages.

Wati offers a "7 days free trial" and says annual billing saves up to about 25%. The dollar amounts load by region, and we could not read them from the page. Independent trackers list $59, $119 and $279 a month on annual billing for Growth, Pro and Business (Macha, retrieved 2026-10-16).

On message fees, Wati says charges are "based on WATI rate card," which you can see under Wallet → Pricing Overview after you sign up. Only messages with SENT status are charged (Wati help, retrieved 2026-10-16). Wati does not say on its pricing page whether its rates match Meta's, so compare its rate card line by line with the Meta figures above before committing.

Not for: a one-person shop sending a few hundred messages a month. Growth's three-seat cap also means a fourth agent forces a jump to Pro.

Manychat: WhatsApp plus Instagram

Manychat is built for chat marketing on Instagram and Facebook, with WhatsApp as an added channel. It is the better fit if your sales start in Instagram DMs and you want one automation builder for both.

Manychat bills WhatsApp messages through a wallet. Funds are deducted when a billable message is delivered, and the company says it "does not add a markup to Meta's messaging rates" (Manychat blog, retrieved 2026-10-16). That makes it the clearest platform here on true per-message cost.

The subscription scales with active contacts rather than seats. Manychat's pricing page blocked our requests, so we rely on a tracker updated September 28, 2026: Free has 25 active contacts and no WhatsApp. Pro is $29 a month on the annual-equivalent rate with 2,500 active contacts, and each extra contact costs $0.05 (eesel, retrieved 2026-10-16). Confirm on Manychat's own pricing calculator.

Not for: support teams that need ticket assignment, SLAs and reporting across many agents. Look at respond.io instead.

respond.io

respond.io is an omnichannel inbox: WhatsApp, Instagram, Messenger, email and more in one place, with routing rules for teams. Plans are Starter at $79 a month billed yearly ($99 monthly) with 5 users, Growth at $159 ($199 monthly) with 10 users, and Advanced at $279 ($349 monthly) with 10 users. Growth and Advanced start with 1,000 monthly active contacts. The page states "WhatsApp fees are not included in any respond.io subscription" and lets you top up WhatsApp credit in the platform (respond.io pricing, retrieved 2026-10-16). The page does not say whether those top-ups carry a markup.

Best for: teams of five or more handling support across several channels. Not for: a two-person shop, which will pay for routing features it never uses.

Twilio: build your own

Twilio gives you the API and nothing else. There is no inbox, no chatbot builder and no monthly platform fee. You pay Meta's fee plus "Twilio's message handling fee: $0.005 per message," inbound or outbound (Twilio WhatsApp pricing, retrieved 2026-10-16). At low volume that is cheap. At high volume the $0.005 adds up, because Twilio charges it on every inbound customer message as well as on free service replies.

Best for: a product team wiring WhatsApp notifications into its own app. Not for: a marketing team that expects to log in and send a campaign.

Interakt and AiSensy (India-first)

Both target Indian small businesses and D2C brands, bill in rupees, and integrate with Shopify.

AiSensy publishes its per-message rates for India: marketing ₹1.09, utility ₹0.145, authentication ₹0.145, and service messages ₹0.145 after 1,000 free a month per number from October 1, 2026 (AiSensy wiki, retrieved 2026-10-16). Against the ₹0.8631 Meta marketing rate reported above, that is about 26% more per marketing message. Plans start at ₹1,500 a month for Basic and ₹3,200 for Pro (AiSensy wiki, retrieved 2026-10-16). AiSensy's calculator applies 18% GST to Indian users' subscription and messaging charges (AiSensy calculator, retrieved 2026-10-16).

Interakt showed us Growth at $55 a month and Advanced at $69 a month (plus taxes), with an Instagram-only Starter at $12 (Interakt pricing, retrieved 2026-10-16). The page shows prices by region, so Indian visitors may see rupee and quarterly pricing instead. It lists "No Markup Charges" only under Enterprise, which suggests the lower tiers carry one. Ask for the per-message rate card before you sign.

Not for: businesses whose customers are mostly outside India. Their tooling and support are tuned for the Indian market.

True monthly cost for 5k messages

Two common situations, using the rates above (retrieved 2026-10-16). Platform prices marked third-party should be confirmed with the vendor.

Scenario 1: a US online store sends 5,000 order and shipping updates (utility templates) a month.

ToolPlatformMeta fees (5,000 × $0.0034)Other per-message feesEstimated monthly total
Manychat Pro~$29 (third-party)$17None~$46 + contact overage above 2,500
Wati Growth~$59 (third-party)Wati rate card (≥ $17)Unknown markup≥ $76
respond.io Starter$79$17Not stated~$96
Twilio$0$17$25 outbound + $0.005 per inbound reply~$42 + inbound + build time

Scenario 2: an Indian D2C brand sends 5,000 marketing templates a month.

ToolPlatformMessage feesBefore GST
Meta rate alone—5,000 × ₹0.8631 = ₹4,316₹4,316
AiSensy Basic₹1,5005,000 × ₹1.09 = ₹5,450₹6,950

Add 18% GST to AiSensy's total and you get about ₹8,201. Customer replies in both scenarios are free up to 1,000 service messages per number per month, then charged at the utility rate.

The table shows why the subscription price misleads. At 5,000 messages, a per-message markup of a few paise or a fraction of a cent costs as much as the plan. Ask every vendor for its per-message rate card next to Meta's.

Our picks:

  • Instagram-led US or EU brand: Manychat, because Meta fees pass through at cost.
  • Team of 3–5 wanting a guided setup and shared inbox: Wati.
  • Multi-channel support team: respond.io.
  • Developer-led notifications: Twilio.
  • Indian SMB running broadcasts: AiSensy or Interakt. Compare their marketing rate per message, not the plan price.
  • Under a few hundred contacts: the free WhatsApp Business app.

Frequently Asked Questions

Is WhatsApp marketing free for small businesses?

The WhatsApp Business app is free, with broadcast lists capped at 256 contacts and delivery only to people who saved your number. The API is not free. Meta charges per delivered template message by category and country. Since October 1, 2026, replies inside the 24-hour window are free only for the first 1,000 per number each month.

Can I send WhatsApp marketing messages to US customers?

Not through templates right now. Meta's documentation says WhatsApp "does not currently deliver marketing template messages" to users with US phone numbers. You can still send utility templates such as order updates, reply to customers inside the 24-hour window, and use Click-to-WhatsApp ads, which open a 72-hour free messaging window.

Which WhatsApp tool has the lowest per-message cost?

Among the tools here, Manychat states it adds no markup to Meta's rates. Twilio adds $0.005 per message. Wati, respond.io and Interakt bill through their own rate cards or credit top-ups without publishing a markup on their pricing pages. AiSensy's published Indian marketing rate is ₹1.09 against Meta's reported ₹0.8631.

How can I message customers on WhatsApp without paying per template?

Let customers start the conversation. When a customer messages you, a 24-hour window opens, and the first 1,000 replies per number each month are free. If the chat starts from a Click-to-WhatsApp ad or a Facebook Page button and you reply within 24 hours, Meta makes all messages free for 72 hours. Put a WhatsApp link on receipts, your website and your ads.

How this guide was researched

We read Meta's WhatsApp Business Platform pricing and template documentation, the WhatsApp Help Center, and the pricing pages and help centers of Wati, Manychat, respond.io, Twilio, AiSensy and Interakt, all retrieved on 2026-10-16. Where a vendor's pricing loaded only by script or blocked our requests, we used independent pricing trackers and said so. Tools were compared from documentation, pricing and public information, not hands-on testing.
