AI Action Plan for Justice

The Ministry of Justice (MOJ) published the AI Action Plan for Justice on July 31, 2025. This plan outlines the strategy to harness artificial intelligence (AI) to improve public services and the justice system. It emphasizes three main priorities: strengthening foundations, embedding AI across justice services, and investing in personnel.

Strategic Priorities

  1. Strengthen Our Foundations:
    The MOJ aims to enhance leadership and governance in AI, focusing on ethics, data infrastructure, and commercial frameworks. A dedicated Justice AI Unit, led by the Chief AI Officer, will coordinate the plan's delivery. This will ensure that AI is adopted responsibly and effectively across courts, prisons, and probation services.
  2. Embed AI Across the Justice System:
    The plan will apply AI to improve services for citizens and operational functions. By using a "Scan, Pilot, Scale" approach, the MOJ aims to target high-impact use cases such as:
  • Reducing administrative burdens with AI productivity tools.
  • Improving prison scheduling to increase capacity.
  • Enhancing access to justice through citizen-facing assistants.
  • Supporting personalized education and rehabilitation.
  1. Invest in Our People and Partners:
    Investment in talent and training is crucial to accelerate AI adoption. The MOJ plans to strengthen partnerships with legal service providers and regulators to support innovation in AI-driven legal services.

The Opportunity
